Justice facility design (particularly of courthouses) is much more complex than the design of schools, housing, retail business, or many other facilities. This complexity of courthouses) includes functional organizations melded together to ensure security, safety and privacy.
The architect designing a courthouse facility has, in effect, three clients: the local government or other entity that will have ownership of the building and must pay for it, the court staff (judges, clerks, etc.) who will occupy the building and whose personal needs and desires must be met and the agency of state or federal government that has administrative authority over the courts system and the project’s design (the Administrative Office of the Courts).
